Lithuania Plans Universal Military Conscription by 2032 Amid Regional Security Concerns
The State Defense Council announced a shift from random lotteries to universal conscription for eligible young men to build a robust national defense reserve.
Lithuania is preparing to overhaul its national defense strategy by moving to a universal military conscription model for all eligible young men by the year 2032. The decision was reached during a meeting of the State Defense Council held at the presidential palace in Vilnius, where officials reviewed the evolving regional security environment.
Under the current framework, which was reinstated in 2015 following Russia's annexation of Crimea, a lottery system and quota model are used to draft between 3,500 and 4,000 men annually aged 18 to 26. Reforms implemented earlier saw the age range narrowed to 18 through 22, increasing annual drafts above 5,000. However, the newly approved plan will phase out the lottery entirely in favor of a universal system designed to enlist approximately 7,500 qualified recruits each year.
President Gitanas Nausėda emphasized that the transition is necessary to establish a deep and well-trained defense reserve capable of handling a broad spectrum of tasks. Standard military service currently lasts nine months, though shorter three-month terms exist for specific professional skill sets, and conscientious objectors may undertake a 12-month alternative service.
The expanded training curriculum goes beyond traditional infantry roles. Official recruitment guidelines incorporate specialized tracks for drone operators within special operations forces, cybersecurity and IT programs, and naval service. Discussions also involve potential support roles alongside border guards, although the exact protocols and deployment criteria remain under review.
State defense officials noted that while a conventional military attack by Russia remains a low probability in the immediate short term, ongoing hybrid threats such as cyberattacks, disinformation, and sabotage present a persistent risk. The six-year timeline leading up to 2032 is designed to allow the military adequate time to scale up logistical and residential infrastructure and train an estimated 300 to 350 new instructors.
Lithuania's planned conscription rate will outpace its Baltic neighbors, as Estonia already maintains a compulsory service model for capable males and Latvia implements a gradual mandatory system. Meanwhile, countries like Finland continue to draft over 22,000 conscripts annually. Lithuania's leadership maintains that systematic preparation of its younger generations is vital for long-term deterrence and national security readiness.
