Italian Senate Withdraws Amendments Delaying 2020 Teacher Hirings

Lawmakers dropped controversial proposals that would have further postponed placements from previous competitive examinations following a Senate protest.

The 7th Culture and Education Commission of the Senate in Rome officially withdrew two proposed modifications on Tuesday that sought to further postpone teacher recruitment processes from the 2020 ordinary competitive examinations. The contested amendments, submitted by lawmakers from the ruling majority, were part of a broader educational decree package regulating staff recruitment for the upcoming school year.

The withdrawal coincided with a demonstration organized outside the Senate by the IdoneInsieme2020 movement, which represents qualified candidates awaiting permanent placement. Representatives of the group had previously met with parliamentary members to voice their opposition to the legislative changes. Movement leaders Daniele Fiorani and Davide Vaccari noted that the proposals had initially bypassed widespread attention before being flagged to specialized media outlets and labor unions.

At the center of the dispute are the merit rankings from the 2020 ordinary competition, known as GM22, which were later converted into permanent rollover lists under a 2023 decree to include all candidates who achieved the minimum passing scores. Subsequent legislative updates connected recruitment timelines to European targets linked to post-pandemic recovery funds, granting priority to newer competition tracks in certain circumstances.

The withdrawn amendments would have systematically placed the 2020 rankings behind lists from competitions organized from 2023 onward, extending preference beyond European milestone requirements. Qualified candidates argued that because the relevant European recruitment targets have already been met, maintaining subordinate status for the 2020 lists is no longer justified under current regulations.

According to movement estimates, roughly 18,000 qualified candidates from the 2020 process remain on waiting lists across Italy. While the retraction of the amendments represents a short-term victory for the protesting educators, representatives emphasize that uncertainty remains regarding future hiring orders. The group continues to call for a return to strict chronological processing for permanent placements as target figures are achieved.

In a related regional development elsewhere in the country, the Order of Architects, Planners, Landscapers, and Conservators of the Province of Avellino recently announced a new design competition. Promoted in collaboration with the Municipality of Vallesaccarda and supported by regional funding, the "Baronia: Parco delle Ideez" initiative invites professionals to develop a masterplan for local river revitalization, environmental protection, and sustainable tourism.

Meanwhile, high school students and community members in Matera organized a separate demonstration regarding local educational infrastructure. Supported by parental advisory lists and student networks, participants highlighted logistical challenges stemming from fragmented school facilities, urging local public authorities to address inadequate spaces and long-term structural needs for students and faculty.
