Preparations Underway for Polling Stations Ahead of November 29 Elections
Municipalities across Spain have started holding public draws to select citizens for polling station duties in the upcoming general elections.
Cities across Spain are currently organizing public draws to designate the presidents, vocal members, and alternates who will staff polling stations for the upcoming general elections scheduled for November 29, 2026. Following the official call for elections, municipal governments have initiated the process to fill thousands of positions required to oversee the voting process, monitor the ballot count, and manage the electoral procedures.
Local administrations such as those in Valencia and Logroño have carried out specialized draws utilizing a combination of computer applications and randomized numerical selections to determine assignments. In Valencia, a city with 625,927 eligible voters, the process established the composition for 944 polling stations distributed across its districts. Similarly, Logroño formed its 194 polling stations through a structured municipal plenary session.
Citizens selected for these duties are notified directly by municipal staff or postal services, receiving an official document detailing their specific role and a comprehensive manual outlining their responsibilities. However, individuals do not necessarily need to wait for physical mail delivery to find out if they were chosen. Many municipalities, alongside national administrative platforms like the Citizen Folder, have enabled digital verification tools allowing residents to check their status using electronic certificates or digital identification methods.
Participation in polling stations is legally mandatory for all designated primary members and alternates. Each station requires one president and two vocal members, alongside two designated alternates for each role. According to electoral guidelines, all regular members and alternates must report to their assigned polling place at 8:00 AM on election day, one hour before voting officially opens.
The role of alternates is strictly defined by regulations. Alternates must be present at the opening of the polling station to cover any absences among the primary members. If all primary members are present and the station is successfully constituted by 8:30 AM, the alternates are released from their duties and permitted to leave. However, if a primary member fails to appear, the designated alternate must step in, assuming the full responsibilities of the role for the remainder of the jornada electoral.
Citizens who receive a notification and face legitimate obstacles to serving have a strict period of seven days from the date of notification to submit a justified excuse to the local Electoral Zone Board. Accepted grounds for exemption include specific medical conditions, advanced age for those over 65, family care responsibilities, pregnancy, or professional obligations related to essential services. The electoral board evaluates each application individually, and submitting an excuse does not automatically release an individual from attendance unless officially approved.
Failing to appear at a polling station without a valid, legally recognized excuse can lead to serious legal repercussions. Under current legislation, individuals who abandon their assigned duties or fail to attend without justification face potential fines or prison sentences ranging from three months to one year. Those who ultimately serve as active members or required alternates are entitled to a financial compensation stipend, typically established at 75 euros, alongside standard work-leave accommodations.
