Ukrainian President Volodymyr Zelensky confirmed that a meeting between Russian and Ukrainian representatives will take place in November under American mediation to restart stalled peace negotiations. Speaking in a television interview, Zelensky stated that while technical matters can be handled by working groups, territorial issues must be addressed directly at the leadership level. The Kremlin previously announced that the talks are scheduled for November in Abu Dhabi, United Arab Emirates.

Despite the upcoming diplomatic efforts, the conflict shows no signs of slowing down on the ground. Kremlin spokesperson Dmitry Peskov stated that the decision to resume trilateral negotiations does not imply any restrictions on military operations. Peskov noted that Russian forces continue massive strikes against the Ukrainian military-industrial complex, and that Kyiv is pursuing similar actions.

The announcement follows a violent weekend of drone strikes and regional bombardments. Russian authorities reported that a massive Ukrainian drone strike in the border city of Belgorod killed two men and injured 13 people overnight. Valentin Demidov, the mayor of Belgorod, stated that residential buildings, social facilities, and commercial properties sustained significant damage.

Additional Ukrainian attacks in the Belgorod region resulted in two more deaths in the Shebekino and Graivoron districts, along with five injuries, according to acting regional governor Alexander Shuvalov. Shuvalov added that the wider border area faced 154 attacks over a 24-hour period.

Meanwhile, Russian strikes continue to cause heavy casualties in Ukraine. Zelensky announced that Russian attacks killed four people in the Dnipro region, where 22 others were injured, including an 11-year-old girl. In Vinnytsia, a Russian drone hit a five-story residential building and damaged a private nursing home, injuring six people.

Zelensky reiterated his rejection of several core Russian demands, declaring that security guarantees from Western allies, the size of the military, and the choice of alliances are non-negotiable. He also called for an energy ceasefire to prevent a repeat of destructive winter strikes, though Moscow has consistently rejected any pause in fighting prior to a substantive agreement.

While diplomatic tracks attempt to restart, the conflict remains heavily reliant on critical technological infrastructure. Recent operational challenges have highlighted the reliance of Ukrainian forces on satellite internet networks, emphasizing the complex mix of military tactics and technological dependencies shaping the ongoing war.
