Washington D.C. Democrats Appoint Jamal Holtz to Fill Council Vacancy
The appointment comes amid political maneuvering as local leaders debate party rules and Council representation.
The D.C. Democratic State Committee appointed Jamal Holtz as interim at-large councilmember on Thursday and called for his immediate swearing-in. Holtz, a fourth-generation Washingtonian and president of the DC Young Democrats, is set to fill the vacancy left by former Councilmember Robert White. White recently resigned from the council to assume the role of D.C. delegate in Congress.
Holtz began his career in public service as Youth City Administrator and Deputy Youth Mayor of the Marion Barry Youth Leadership Institute before later transitioning to the Mayor's Office of Community Affairs. The Executive Committee expressed pride in his selection, stating, "We are proud to have selected Jamal Holtz, a native son of the District and a true Democrat, to continue the legacy of former Councilmember Robert White."
The decision to appoint Holtz immediately challenges an attempt by At-Large Councilmember Christina Henderson to step into the vacancy. Henderson announced a political party change on Tuesday, switching her affiliation from Independent to Democrat. Under D.C. law, only three of the five at-large seats on the council can be held by members of the same political party.
With Henderson joining Chairman Phil Mendelson and Councilmember Anita Bonds as a Democrat, three Democrats would already occupy at-large seats, which would block Holtz from taking office under party seat limitations. The Executive Committee criticized Henderson's move, asserting that local laws give the D.C. Democratic Party the authority to select White's successor.
"Voters elected Robert White as a Democrat; Democrats deserve to select his replacement," the committee said in a statement, adding that the party will use the full force of the law to protect voter rights. Conversely, Henderson defended her decision in her own statement, citing federal limitations on D.C. representation and expressing her right to freely associate with the party she once called home.
The appointed interim at-large councilmember will hold the seat until a special election is scheduled and held next year.
