Proposed Budget Bill Makes Car Tax Exemption Permanent and Adds Family Relief

The latest legislative package in Italy proposes structural exemptions for lower-power vehicles and introduces a reimbursement for larger families.

The Italian government's budget bill introduces significant updates to the nation's automobile tax, proposing to make a previously temporary vehicle tax exemption permanent while adding targeted financial relief for larger households. The legislative package aims to restructure how vehicle taxes are handled for everyday motorists and families requiring larger transportation.

Under the provisions of the budget proposal, the vehicle tax exemption for automobiles with a power output of up to 80 kilowatts will become a permanent structural measure rather than expiring after 2027. This exemption applies to gasoline, diesel, and hybrid passenger vehicles owned by individuals, provided the vehicle is regularly insured. If a taxpayer owns multiple vehicles meeting these criteria, the exemption will automatically apply to the one with the lowest power output, or the lowest tax amount in the case of equal power ratings.

For individuals who do not own an eligible automobile, the exemption can instead be applied to a gasoline-powered motorcycle or, failing that, a moped. The legislation also establishes that subsequent changes to a household's vehicle fleet during the year will not grant an additional tax exemption within the same annual period.

In addition to the standard vehicle exemption, the budget measure introduces a specific reimbursement for large families. Households with more than three children, where at least one child is a minor as of January 1 of the reference year, can receive a reimbursement of up to 385.71 euros for the vehicle tax paid on a single vehicle homologated to seat between six and nine people.

To qualify for this family reimbursement, the large-capacity vehicle must run on gasoline, diesel, or hybrid propulsion and have a power output not exceeding 133 kilowatts. The financial contribution will be disbursed by the social security institution, INPS, utilizing data provided by the Ministry of Infrastructure and Transport. Crucially, the reimbursed amount will be excluded from the equivalent economic situation indicator, meaning it will not affect eligibility for other economic benefits.

Families must carefully evaluate their options, as the large-family reimbursement and the standard vehicle tax exemptions are strictly non-cumulative. If a household qualifies for the multi-passenger vehicle reimbursement, they forfeit any separate exemption on other smaller vehicles owned by the family members. Furthermore, for households owning multiple six- to nine-seater vehicles, the financial contribution will cover the least powerful option.

Special provisions will apply to residents in autonomous regions and provinces, where the application of these fiscal measures remains subject to specific administrative agreements. As the text advances through parliamentary review, taxpayers must still adhere to ordinary payment deadlines and schedules for the current tax period.
