The French government is moving forward with a budget proposal that includes a projected 2.3 percent increase for key social safety net programs, including the active solidarity allowance (RSA) and the disabled adults' allowance (AAH), scheduled for April 1, 2027. According to preliminary estimates from the Social Security Accounts Commission published in October 2026, this adjustment aligns with projected inflation rates to protect vulnerable populations.

Under these initial projections, the standard RSA for a single person would rise from 651.69 euros to 666.68 euros per month, representing an increase of roughly 15 euros. For a couple without children, the monthly allowance would grow from 977.54 euros to 1,000.02 euros. Meanwhile, the maximum rate for the AAH would climb from 1,041.59 euros to 1,065.55 euros per month, yielding an approximate 24-euro monthly boost.

The French Directorate for Research, Studies, Statistics, and Documentation estimates that these prospective increases would impact roughly 1.89 million households receiving the RSA and 1.41 million beneficiaries of the AAH. Official indexation figures depend on the final price index excluding tobacco published by the National Institute of Statistics and Economic Studies in early 2027, meaning the precise rate may fluctuate slightly before implementation.

While the RSA and AAH are slated for upward adjustments, the 2027 draft budget outlines freezes for several other widely utilized public supports. The government's fiscal plan proposes keeping activity bonuses, personal housing assistance, and family allowances at their 2026 levels as part of a broader effort to address public deficits and curb government spending.

The social security financing bill also maintains family benefits at current levels to generate roughly 500 million euros in savings, while scaling back the back-to-school allowance. Additionally, the planned budgetary measures include freezing the index point for civil servants and implementing tighter controls on healthcare spending and sick leave.

The legislative path for these proposals remains uncertain, as lawmakers in Parliament retain the authority to amend, alter, or reject specific measures during ongoing budgetary debates. Critics and parliamentary committees continue to scrutinize the proposed distributions of financial efforts across retirees, businesses, public administrations, and everyday households as the legislative process moves forward.
