Canada Unveils 1.75 Billion Dollar Venture and Growth Capital Plan
The federal government announced a major funding initiative starting in 2026-2027 to strengthen the country's technology and innovation ecosystem.
The Government of Canada announced a 1.75 billion dollar plan aimed at bolstering venture and growth capital investment across the country, starting in the 2026-2027 period. The initiative is designed to unlock private capital, helping homegrown innovators and entrepreneurs scale their products globally while building a more resilient domestic economy amid shifting global trade dynamics.
The Honourable Mélanie Joly, Minister of Industry and Minister responsible for Canada Economic Development for Quebec Regions, revealed the Venture and Growth Capital Catalyst Initiative, known as Growth VCCI. Through this program, the federal government will provide 1 billion dollars on a cash basis. The funds will be distributed across three distinct streams to catalyze private sector investment.
The program includes a 700 million dollar Fund-of-Funds stream focused on leveraging venture capital by attracting institutional investors and pension funds. Additionally, it features a 200 million dollar Life Sciences stream targeted at supporting Canadian life sciences companies, and a 100 million dollar Emerging Manager stream dedicated to backing new fund managers, particularly those operating outside traditional hubs.
Minister Joly noted that the call for expressions of interest for the Fund-of-Funds stream is now open and accepting applications until January 21, 2027. This particular stream is expected to leverage at least an additional 2.1 billion dollars from private capital investors and pension funds, offering attractive features such as risk sharing and enhanced exposure to performance.
Alongside Growth VCCI, Minister Joly introduced Canada's Early and Growth Stage Investment Strategy, a 750 million dollar plan structured to bridge funding gaps for scaling firms at pivotal development stages. This strategy is divided into a 75 million dollar Pre-Seed and Seed Investment Stream and a 675 million dollar Later and Growth Stage Investment Stream.
Investments under this second strategy will be administered by the Business Development Bank of Canada on behalf of the government. Officials are currently seeking stakeholder views to inform the specific design of the Later and Growth Stage Investment Stream as part of the broader national economic framework.
