Authorities Uncover Multiple Fraud Schemes Across Several Regions
Recent law enforcement actions target marriage fraud networks, public bidding corruption, and civil service exam irregularities.
Law enforcement agencies and judicial systems have recently advanced multiple investigations into complex fraud schemes spanning immigration marriage rings, municipal public works corruption, tax evasion, and civil service exam cheating. These widespread operations highlight ongoing efforts by authorities to crack down on financial crimes, administrative malfeasance, and systemic abuse of legal processes.
In Massachusetts, federal authorities dismantled a marriage fraud network that allegedly generated more than 6 million dollars over a decade. According to the prosecution, United States citizen Jennifer González organized approximately 20 fraudulent marriages each year between American citizens and undocumented immigrants, charging fees ranging from 38,000 dollars to 40,000 dollars per wedding. Investigators noted that the ring instructed clients to manufacture evidence of legitimate relationships, such as opening joint bank accounts and staging photographs, before laundering the proceeds into properties and businesses in the Dominican Republic. Five co-defendants have been arrested, while another was already in prison.
Meanwhile, in Brazil, the ongoing investigation into alleged bid-rigging concerning a massive garbage concession project in Bauru, São Paulo, led to the transfer of Renato Purini to a high-security penitentiary. Purini, a former government secretary and the husband of Bauru Mayor Suéllen Rosim, was arrested during the second phase of Operation Trojan Horse, conducted by the Special Action Group to Combat Organized Crime. The Public Ministry alleges that Purini served as the political figure necessary to secure the approval of the solid waste concession project, valued at 5.2 billion Brazilian reais, and received illicit payments from the company Estre Ambiental through intermediary channels.
Judicial authorities denied a habeas corpus petition filed by Purini's defense, maintaining his preventive detention due to the gravity of the offenses, which include criminal conspiracy, passive corruption, active corruption of political agents, document falsification, and bidding fraud. Intercepted communications and financial documents analyzed by prosecutors suggest that the former secretary used his public office to monitor and pressure municipal lawmakers, while also attempting to evade police action prior to his arrest.
In Portugal, the Public Ministry formally accused three individuals of subsidy fraud related to two parish councils in Marvão between 2010 and 2014. According to the Regional Department of Investigation and Penal Action of Évora, the suspects submitted funding applications despite the councils lacking the necessary financial capacity to cover non-reimbursed investments and value-added tax. Prosecutors state that the accused inflated labor and machinery costs to ensure that EU agricultural funding covered the entirety of the expenses, bypassing standard co-financing rules and resulting in a request for the state to recover 32,721.03 euros in advantages.
In Spain, Carlos Iglesias, the brother of international singer Julio Iglesias, was convicted of tax fraud stemming from the 2001 sale of two plots of land in Madrid. Spanish tax authorities alleged that Iglesias failed to properly declare the transaction by falsely claiming residency in Panama, amounting to an estimated 19 million euros in fraud. The court sentenced him to six months in prison and a fine of approximately 30 million euros, though he has appealed the decision. Because the prison term is under two years and he lacks a criminal record, he is not expected to serve jail time if the conviction becomes final.
Finally, in Rio de Janeiro, Brazil, the Federal Police launched Operation Gabarito to investigate suspected fraud in a public civil service exam held by the Federal University of Rio de Janeiro. Triggered by a tip from the exam organizing company after analysts detected a suspicious pattern of identical answers among different applicants, police executed 13 search and seizure warrants. The university stated that it had previously established an internal disciplinary committee and eliminated the implicated candidates, ensuring that the remainder of the hiring process proceeded regularly.
